Airline Complaints Drop In November

Complaints about airline service filed by consumers with the U.S. Department of Transportation fell for the fourth consecutive month in November, according to the department's monthly Air Travel Consumer Report.

The agency received 382 complaints in November, 26.4 percent below the total of 519 received in November 2002 and 4.0 percent fewer than the 398 complaints received in October.

On-time performance, however, fell in November. Across the industry, 80.2 percent of flights made their scheduled times. That's down from 86.4 percent in October.

Less than 1 percent of flights were delayed because of extreme weather, though weather conditions can affect what the agency calls "aviation system delays," which includes planes that are rerouted by the Federal Aviation Administration.

In November, 1.4 percent of all scheduled flights were cancelled completely.

U.S. carriers reported that there were 3.54 reports of mishandled bags per 1,000 passengers for the month.

The three airlines with the best on-time rates were Hawaiian, JetBlue and Southwest. American Eagle, Atlantic Coast and ATA had the worst rates.

Four of the five most-frequently delayed flights were going to Chicago's O'Hare airport -- two coming from Moline, Ill. An O'Hare to Minneapolis-St. Paul flight was also in the top five.

JetBlue, Hawaiian and Delta had the lowest cancellation rates.
